Woman can never go wrong with a black dress. That will put you on the safe side if you are unsure. A dress is always nice to attend a special event like this. In terms of you bf, he can wear a nice pair of slack, buttom up shirt and a tie will do. In my opinion I rather be overdress than understress. Smart dress is the same as dress to impress or dress sharp. Just another way of saying it w/o being to blunt.

Smart dress is similar to work dress, but can include a little fun and sparkle. It's not a formal event, but neither do they want you showing up in jeans or flip-flops. I would suggest a pant-suit with a fun blouse or cool earrings for you and a pair of trousers, collared shirt, and sports jacket for your boyfriend.

Smart dress means no t-shirts, jeans, or tennis shoes, so you'll have to be a bit formal. You don't have to put on an evening gown, but you'll want to be business casual or better. Slacks and a nice shirt for him, and a nice skirt w/ a blouse or a nice cocktail dress for you. And don't forget some killer heels!

"Smart Dress" is this
Business casual, also known as smart dress, is a popular dress code that emerged in white-collar workplaces in Western countries in the 1990s. Many information technology businesses in Silicon Valley were early adopters of this style of dress. In contrast to business formal wear (suits and neckties, sometimes called international standard business attire), business casual wear has no generally accepted definition; its interpretation differs widely between organizations and is often a cause of confusion.
here is a definition: "In general, business casual means dressing professionally, looking relaxed yet neat and pulled together." A more pragmatic definition is that business casual dress is a middle ground between business formal wear and street wear. Examples of apparel combinations that are considered appropriate for wearing to work by some organizations that consider themselves to be using a business-casual dress code are:
for women: capris/long shorts are acceptable as casual dress and regular dress if they are "tailored" and of a dress pant material (usually not denim or heavy cotton)or a tennis shirt and trousers
for men, a collared shirt (perhaps a tennis shirt instead of a dress shirt) and cotton trousers (such as khakis), shoes (such as loafers and dress sandals) without socks is generally acceptable
Neckties are generally not part of business casual dress unless worn in a very non-conservative way. The acceptability of jeans is variable and many organizations frown upon them as too casual, but will accept men who wear jeans with a sportcoat.

I think the first person is right. I would just call them up and say you have no idea what smart dress means and ask what they think is appropriate. I have never heard that term before.

Kat has an excellent idea. The other thing I would do is concider the couple who's party it is. Usually anything that has to do with weddings is concidered to be formal, or formal-casual. If you know them well, you would probably be able to figure it out.

I would cal them up and ask what to wear, if I felt comfortable, if not, call someone else who is going and see what they think, or any of my other friends who are better at fashion than I am, that's what I did when I had the same problem.
