It sounds like the idle speed needs to be adjusted down. With engine running and warmed up . Turn idle down at screw on drivers side linkage at carb, or TBI .
Also check that all vaccumn lings are connected and tight.

There is a screw on the front side of the throttle body, it takes a flat head screwdriver. As mentioned check for vacume leaks on the boots from the metering plate to the TB. Something else to check is your timing, if its too advanced it will want to idle like that too. I'm not sure where or what an O2 solinoid is and if your car is only a regular golf you won't have CIS-e only basic CIS so no O2 sensor or anything like that, I think that may be a reference to the air idle stabilizer which in my opinion and experiance either works or doesn't.... no adjustment nessisary. The other thing to check is the injector seals, I'm willing to be that they're factory and by this time have turned into hard little rocks. The parts are cheap to replace them but it is time consuming and you'll need a special tool to pull the mechanical injectors ( about 10$ for the tool and say 6$ for the seals) Take a look at the Haynes manual it's an easy job and if you can change your oil you shouldn't have a problem with this.
