What you need to do is to get into safe mode.
When the computer is booting up tap the f8 key continuasly. it will take you to a screen what you want to do is move arrows and highlight safe mode hit enter.
after that you will be able to acess the os click administrator.
than go to start settings click controll panel in controll panel you want to click user accounts find that account that has the password and click change password it will allow you to do this without the old password. change it restart the computer.
And your in use as normal.
P.S I know that this works I have done It several times!!!!!!!!!!!!!!

Depending on the Windows version there maybe...

But I would recommend you format it and reinstall Windows.
