Should they be allowed to keep the money and if so do they owe taxes on their winnings? Or are their winnings subject to their countries taxing system?

If you take someone's money and they win...pay!

Whatever the tax laws are attributed to lotto winnings in a foreign country, should not concern us.

Many Americans go overseas and win large sums of money in Europe, Monte Carlo, South and Central America. etc. Should Americans be denied the right to gamble in foreign countries? It works both ways.

What if someone from Iraq hit the lotto, should we pay him/her?...Just a thought.

Yes a visitor to this country should be allowed, in my opinion. They should be required to pay the same amount of txes that Americans are subject to. I live in Canada, and we buy lottery tickets in Michigan all the time because of the huge jackpots. If we won, we would be subject to the same taxes. In Canada, however, there are NO taxes on lottery and you get it all at one time. Pretty good, eh?

It's a free country why wouldn't they be allowed. If they win they will have to file a non-resident U.S. income tax return and pay U.S. tax on their winnings.
