It just sounds like she needs to have a vet look at her. it could be serious since she has lost so much weight. It could be heartworm disease, liver/kidney disease etc. As for the eyes, I would use a warm cloth to keep them clean.

Tell the owner to take the dog to the vet already. As for her eyes, the only thing you can probably do is wipe her eyes with a damp rag. Does she have cataracts? My grandma's dog got really bad before she finally put her to sleep (she had the eye thing, thinning hair, lost all her teeth, was getting skinny).

Poor old girl- I would take a warm-damp wash cloth and clean her eye areas, just be gentle, you may have to do this several times a day to keep them clean. As far as her weight loss is concerned, when her owner returns, I would point out your concern that she is thin and should really be seen by her vet. While she is in your care, please be sure that she is eating daily and has plenty of fresh clean water available at all times. Good luck to your friend.

my dog is the same way and she is getting tumors. When they get old they began to lose fur. I would take a warm wash cloth and use a little dog shampoo on it and wipe the eyes slowly. It works for my old moose.

She may have allergies or maybe ingrown hairs around her eyes...When this happens to my dog, I have a special medicine I apply, but also, I'll get a clean, damp cloth and just wipe...poor thing....
