Unnamed people used as a way of proving a point. It is a way of implying something is true because "they" or "everyone" is a short , kinda a convincing way of not letting the listener know you just made it up, or, you have no proof to back up what you are saying while offering the listener no way of verifying what you just said.

"They" is an undefined and unspecified group. The expression "they say x" is used when a person either does not know exactly who says x, wants to indicate that x is said by people in general, or even does not want to reveal who said x.
