It sounds to me like he is trying to move on, but he does not want to to the dirty work by telling you. My suggestion is to sit him down when no one is around and ask him what the deal is. If he cannot give a logical answer then you need to tell that you are leaving.

Maybe he's just not ready to tell you he loves you (if he does in fact love you). Just forget about it. Don't stress over it. And don't bring it up to him again... you'll MAKE him leave if you keep that up. I know it's hard, but try. You can't MAKE someone tell you anything... and you can't MAKE someone love you. As long as he shows you love in other ways... that's what matters.
