While the first answer is a good recipe for real whipped cream...in answer to your actual question, you can't make whipped cream out of evaporated milk. You can't make it out of regular milk, either. There isn't a high enough fat content. And it won't thicken without the fat. Hence, it's called, "whipped cream" and not "whipped milk."

add an egg and some sugar hold on

1 cup heavy cream
1 teaspoon vanilla extract
1 tablespoon confectioners' sugar
DIRECTIONS
In a large bowl, whip cream until stiff peaks are just about to form. Beat in vanilla and sugar until peaks form. Make sure not to over-beat, cream will then become lumpy and butter-like.
