why don't you make him a scrap book full of photos, ticket stubs, receipts etc etc of your 1st year together, that will be a really sweet and thoughtful thing and also something you can keep forever.You could also make him a CD with all the songs that reminds you of your time together. You can wrap up yourself with a BIG ribbon and wear sexily if you want to and hide in a box which is enough space for yourself and surprise him when he's back. Later, you can do a lapdance or strip tease for him and what's next, he'll be very delighted to offer himself to you. You'd be expected to have some hot fun and to be surprised by him too. But remember to hide only before he comes back or else, you'll be dead suffocating inside the box. You wouldn't want your man to find a dead corpse lying around.

Write him a nice hand written poem and enclose it into a envelope with his name on it a lipstick mark from your lips. Cheap, inexpensive but the fact that you took the time to hand write it will be remembered and appreciated. In your poem let him know how grateful you are to have him as a partner and expand on things your have enjoyed doing together as well as hopes and dreams of the future.

i believe that for a 1 year anniversary the gift should be paper, something made out of paper or linked to the word paper.

You can make him a little memoir box full of old ticket stubs from movies you guys saw, pictures of you two. Just little things in general that remind you of the best times in your relationship.
