If you want to really master it, you will need some serious outside help or a LOT of time.
If you don't already own the program, let me recommend Photoshop Elements 5.0. It is a tremendously powerful program and it only sells for $99.00. You can get it at http://www.adobe.com or any of the usual places you buy software.
You can use it practically right out of the box with the "Quick Fix" option and then you can advance into the full program, learning TONS about the Photoshop world as you go. Frankly, I think neither you nor I would ever explore the full capabilities of Photoshop Elements 5.0. If you ever DO think you are ready for more, you will already know much of what you will need to know about "real" Photoshop. They'll undoubtedly have a new and improved version by then. Since Nikon just came out with a totally new image editting package, Adobe will have to step up to the plate.

It depends on what you want to use Photoshop for? No one person ever uses Photoshop for all possible art types.

Any good book store will carry tutorial books on how to work photoshop. Books such as Studio secrets, Photo shop 4 wow Book. There are also websites such as Creation Engine, that sell DVD's that teach you how to work photo shop. At a cheap price if you are a student. Or for the hands on experience register for a course at your local junior college. Keep in mind photoshop is mainly used for photo editing or photo manipulation. good luck

That's a little like asking how long it takes to learn the piano. One can learn to play a simple tune in a few minutes, but mastery takes hours of practice and the help of teachers or at least books. I have several good books and have taken classes over the last two years and I'm still learning new things about it.

A lot of people feel it is easier to learn Paint Shop Pro than Photo Shop. It has many of the same actions and is not as expensive to buy or upgrade.

its not that hard... just look it up on google and take a tuturial. some people get it right away, and some people struggle. i found it easy if you just take, say, a hour and play around in it, you learn how to use the differesnt tools.

You can use it in about 10 minutes - but you will be using an extremely small percentage of its capabilities. To use all the bells and whistles, it has a steep learning curve.
