Cayenne is made just from grinding the cayenne pepper and is a sharpe hotness, with a course smokey mildness. Chilli powder can be any blend of many different dried chilli peppers so can vary in taste and hotness. Traditional chilli is always used in Asian cookery to make currys, along with the traditional chilli con carne. Some European recipes require the cayenne for it's balance within a certain dish.

Obviously most of these people have not had good Hungarian paprika, and it comes in both sweet and hot, cayenne pepers are from the Americas and are both grounf with the seeds and flesh, were paparika is a science of selecting peppers, and blending them like wine, the seeds are removed to be only the ground dried flesh, in Hungury it is prized for it's heady rich flavour, when you make a Hungarian goulash or Chicken Paprikash with good paparika and you will taste it.
As a former chef in Toronto, I have alway tresured the smokey rich flavour paprika has, the stuff in store here and in the US is a very cheap product, but good Hungarian product will knock your socks off, and you will always used it after one taste, I am not of Hugarian decent, I just appreciate good food, and feel people should try things and judge for themselfs the products and experience what is truely authentic.

Completely different characteristics, even different peppers.
Cayenne is a hot, spicy pepper
Paparika is a sweet spice.

Cayenne Pepper is very hot tasting. Paparika doesn't really taste like anything, its more for looks.

Paprika does not have much flavor but gives a nice color, whereas cayenne gives a real spicy flavor and does not really color food.
