We tend to say what is foremost on our minds. If she said it she was thinking it, and likely for some time. It was likely the booze that got her to say it out loud. She might not remember saying it at the party, but she has been thinking about it for at least a few days.

100%. She was thinking that before she got drunk. It's just she had kept it to herself. She may not remember telling you, but she meant it.

If they black out, then no
If they had some other drugs along side alchol, then no
