In the beginning the Spirit hovered over the waters. Hovered means like a bird over her eggs.

It signifies wings also.

the dove is found in every continent of the world, the dove has 9 flight feathers on each wing representing the the 9 gifts and the 9 fruits of the Holy Spirit, it also has 5 tail feathers that represents the 5 fold ministry and it's white coloring speaks of purity, holiness, separation and consecration unto the Lord.

When Jesus came up out of the waters of baptism and holy spirit was poured down upon him, the spirit was miraculously symbolized by the image of a dove hovering above his head. But in the case of the 120 Hebrew disciples on the day of Pentecost, how was their being anointed with holy spirit made manifest? By the appearing of tongues as if of fire above their heads and by their being gifted with the ability to proclaim God’s Word in foreign languages that they had never learned.

At the time of Jesus’ baptism and subsequent anointing by God’s holy spirit, that holy spirit was caused to appear “in bodily shape like a dove,” its visible descent upon Jesus perhaps being similar to the fluttering descent of the dove as it approaches its perch.

At 30 years of age a big change occurred in Jesus’ life. He went to John the Baptizer and asked to be baptized, to be put completely under the waters of the Jordan River. The Bible reports: “After being baptized Jesus immediately came up from the water; and, look! the heavens were opened up, and he saw descending like a dove God’s spirit coming upon him. Look! Also, there was a voice from the heavens that said: ‘This is my Son, the beloved, whom I have approved.’” (Matthew 3:16, 17) There could be no doubt in the mind of John that Jesus had been sent by God.

A dove, did indeed descend from the sky and rest upon Jesus. That something material was observed is apparent from the words of John the Baptist as recorded at John 1:32-34. “I viewed the spirit coming down as a dove out of heaven, and it remained upon him. Even I did not know him, but the very One who sent me to baptize in water said to me, ‘Whoever it is upon whom you see the spirit coming down and remaining, this is the one that baptizes in holy spirit.’ And I have seen it, and I have borne witness that this one is the Son of God.”

The purpose of this materialized dove coming down was to convince John the Baptist that Jesus was indeed the Messiah, the Son of God, and that by means of his sense of sight. It therefore had to be just as real to his eyes as were the words, “This is my Son, the beloved, whom I have approved,” to his sense of hearing, to his ears.
