In the winter we have less daylight. Normally if the time is not changed 8am in the morning will still be dark. the time has to go back so that we can make better use of the available light. If we all start driving to school/work in the dark there may be a higher risk of accidents and definitely an upsurge in energy usage. the government saves at least £1billion a year if we get up at 9am instead of 8am when it's still dark.

Do you mean British summer time, etc? It was a "daytime saving" by international companies so that they could trade longer and increase their profits. It was sold to the people of Britain as being a safety factor for children walking to/from schools in the dark but this was always a red herring (Think about it).
