Have you tried plain old soap and water? If something is stuck in there, like a piece of lint, take a tweezers and gently try to remove it. Otherwise, daily baths or showers should be enough cleaning for the belly button.

I use my pinky nail to get rid of the chunks. Then I take some hydrogen peroxide on a rag and rub the booger. I clean out the residue with a Q-Tip and warm water. Then I put some after shave in it.
(It's an "innie", not an "outie". A real pain to keep clean.)

Pour a little peroxide and water into it, let it bubble for a bit, and then give it a good cleaning with soap and a q-tip. Don't dig too hard, though, or you might make it bleed.
Once you get it clean, use a soapy finger in the shower daily.
