As a means of getting them to fall in behind the colours and march off to ignoble wars; wars of conquest, wars of aggression, wars for exploitation. For instance - the way George Bush uses 9-11 to scare people into believing in his Imperialist war.

It sure fits the example you give. And to a big extent it has worked. I think people are starting to wise up, though. We will know on Wednesday.
