what I see is a full scale project, a protocol that lists the common infections in a given hospital, then the preventable infections to be shortlisted, then the preventative measures, lastly a time line to implement new changes and follow up eventually, these would all be the constituents of a gnatt chart and the protocol. when you start, privacy issues, HIPPA etc will also surface, good luck
