Do I need adobe photoshop to use Dreamweaver 8 if I want a website that looks half way decent?

no. Dreamweaver is for creating websites. but it's a good idea to have either Photoshop or FireWorks or any other graphic software to help you design the graphic parts of the website. Then oyu have to add the created graphics to your website pages using Dreamweaver.

i dont think so..but if you have dreamweaver then you should have fireworks...fireworks is like photoshop but better..

No you can use any photo editor.
