I have a 3 y/o pug that marks all over the house regardless of how much exercise he gets. How do I get him to stop?

He is almost 4 and already neutered. We live in a Colorado apartment, so leaving him outside is impossible.

My dog has accidents in the middle of the night while I'm asleep. If I take his water away after his dinner, then usually he holds it until I take him outside in the morning. He always pees in the same spot in the apartment. I've tried to clean it as much as possible, but I guess it's difficult to remove 100% and dogs' sense of smell is incredible. I would suggest you to take your dog's water away earlier in the day and see if that helps.
