It all started when this guy walked up to me and my friend and just stood there staring at us and didn't say one word, finally we were like hi and introduced ourselves and he was like hey back but then it was awkward so we just turned back around and he went back to his seat and didn't say anything... then from there he always stared and hovered and did positive body language but we thought it was just a coincidence so we didn't do anything plus were shy so........ does that mean he feels REJECTED now cause we haven't done anything and he was actually trying to make the first on one of us??????? He always says to people hey I've seen you around before (cause he's friendly) but with us he just stood there

From the above statement, it sounds like nothing became of this so why even fret about it now. If he doesn't have the confidence to do something more than he did, it's really kind of his own fault.
