This is such a wide topic, I would have to have a more narrow, direct, "target" to effectively answer it. If you have a specific area you want help with but you're afraid to share it on this site, I understand. Call/ write the Center For Disease Control in Washington,DC. Area codes are usually always in the first few pages of address books that you can purchase from stores. If there is more than one area code for Washington, DC, pick one. Dial 1+area code+555-1212. They can give you the number and, if you don't want to dial it yourself usually for an additional charge, they will dial it for you.

Health authorities where? What diseases? Health authorities should provide clean drinking water and see that foodstuff sold is safe. There should be aerial spraying against mosquitoes to prevent mosquito -borne diseases. If there is any particular epidemic, steps should be taken accordingly to prevent cases and contain it.There should be vaccination for vaccine- preventible diseases. tHere should be facilities for surveillance. Certain diseases need reporting and quarantine. Drugs required should be in adequate supply.

Your question is vague. Every state and country has guidelines for disease control. In the US you can contact the Center for Disease Control in Washington DC or your state or your local city or county Health Department. There is a website (yourstate/city or county.gov) look for a link to the Health Department/Disease Control department. They will have phone numbers/addresses. They are there for any questions you have.
