Shaking can be a sign of being in shock.
It is also a sign of pain.
The fact that you say that the other dog stepped on his back and the dog yipped I would assume that something has happened to either a muscle or the spine.
I suggest that you take the dog to the vet for an exam and perhaps some x-rays.
There may be something wrong with the dog that has now been brought to light with this action of the other dog.

There could be a number of reasons why a dog would shake, it'd help if you were more specific? Has he been frightened by anything? Fireworks, thunder, high winds, something falling in the house? Has he hurt himself anywhere? Dogs will shake and shiver if they are in pain so i'd check this one out first! Make sure he hasn't hurt his legs of feet then check his body - if he winces, jumps or cries out when you touch a certain part of his body then he's in pain and needs urgent treatment at the vets! If its not an injury then it could be a noise inside the house - is there loud music playing, is the TV too loud, are there people arguing or fighting? They are sensitive to noise and upset and will react by shivering if someones frightened them. Has anyone hit him? Maybe a youngster has hit out at him because they are scared of him? Don't ignore it because he's doing it for a reason, dogs don't know how to play act for attention! I hope you get to the cause of it and he settles very soon, its upsetting for you both i know. Best of luck.

Is he hurt? Poodles are generally a nervous breed and I know that Maltese can be very excitable, but it's odd that after his back was touched it started, I would talk to the vet to make sure there is not an injury.

He could have a back injury, go to a vet for x-rays and medications. The shaking is probably pain.
