Everybody knows that "gutter" is the lowest position anybody can be. It symbolizes problems, lowest strata of life and so on. If you look down only you will see the gutter. Then you start having negative thoughts. You condemn yourself. You think that you are in deep trouble and helpless. But even in that situation if you can forget where you are and look up at the stars and hope to reach there, then it means that you have positive thoughts, fighting spirit, confidence and self esteem. Everybody has problems. Only those who are ambitions will think of a bright future even in the midst of great problems. Be ambitious.

I think it means that you are laying in the gutter and you can do that facing down to look at the garbage and the street right in front of your eyes which is a pretty narrow close up view of the situation with no hint of what to do next or rather where to go next. But you could turn around and look at the sky which gives you a much wider view and lets you have a glimpse of a possible way out (up).

I think these answers miss the point, Wilde is not talking about 'always looking on the bright side of life', he is saying that 'aesthetes' like him can glimpse a 'higher plane' above the garbage. In Wilde's opinion the population consisted of two sorts of people, the common herd and artistic types who were capable of appreciating beauty.

Oscar Wilde, right? Our human condition is in a pretty sad state, but some of us live in hope.

Talk to me Darling, with the message of love. Best thing the Pretenders ever did. Still grabs me.
I think she was trying to say that everyone's in the same world, that we're really all in it together, but some of us have higher hopes than others, while some are just stuck and don't see anything other than being stuck. But if we're stuck, it's all of us. If you ever manage to get unstuck, be nice and help someone else get unstuck with you. Because that's love.
Over and over and over and over...
