Strangely;y enough fishes can drown if they swim into unoxygenated water. However to go to your question if three did drown you'd still have twelve, 9 alive and 3 dead.

Fish don't drown... well, if you want to get technical about it, then 9 because a fish might be caught in a net and unable to move and breath... :-)
