Looking to have a living area, small bedroom and small bathroom with sink and toilet only

This is completely dependent on labor rates in your area and the materials you wish to have used, both for rough and trim-out. Questions any good general may ask:
What is the total square footage?
Do you have plans?
What is the time frame?
Is the basement existing with no need for any removal of dirt/debris?
Will the existing MEP elements support the add? (Mechanical, electrical, plumbing)
Will you be doing any of the work yourself?
Is the exisiting access adequate, both for construction purposes and final use?
Around here, if the person is not willing to consider at least $100 per square foot, then it is unlikely to get done.
Costly items: Structural upgrades and plumbing fixtures.
I would sure consider at least a shower in the bathroom.
