its very rude unless you are invited. Looking over peoples shoulders at what they are doing is VERY RUDE. Nothing drives my temper up quicker than some one snooping over my shoulder.. if they wanna know they can ask, but when some one is just trying to pry into what I am doing or sneek a peek at what I am reading or writing? I wanna punch'em in the head

Always employ the 3 foot rule (exception: SEX). If you are closer than 3 feet from someone you are being rude and annoying and invading their space. Get the paper when they get done with it.

Ask permission or ask to read the article aftewr they have finished.

Yes, it is rude. You distract the person reading. It is better to wait till they have finished and ask to borrow the article. If you just can't wait ask them to read it aloud.
