Generally, dry hay is the best to put in a dog house for the winter time. You can also put a dog bed in there as well, but the hay would be enough. Just make sure that the roof of the dog house and basically the whole dog house is waterproofed.
Just curious, what breed of dog is it? That may stop the influx of no dog should be left outside replies. I know that my Husky and Malamute would much rather be outside in the winter, then indoors. It could be below zero and they would rather be outside. just the breed of dogs they are and what they prefer, nothing at all wrong with it.

Pends on your budget. Start with insulation. Styrene foam packing
covered with carpet offcuts. Seal all daughts. Put verandah and or awning around entrance. Seal roof. Add low voltage pad or roof heater. Dress dog in discarded cardigan if poss. Wool bats. Construction insulation offcuts. But NOT asbestos.
Best but is inside house. Dog should be part of family.

We use hay, like the kind for horses, this keeps them warm. We also put a warm light in there too for the really cold days.

well our pets are spoiled so they stay inside except going out to pee and poop. If we did keep them outside htey would probably have something like hte chicken house, big enough so theres just like a dog door and htye can move around plenty and they would either have a heat lamp or portable heater with shaving on the floor

We put wood chips in my dogs house, but If it gets really cold we let her come in our garage which is a toy,TV, and wood pile room, so its warm, but she doesn't shed all over the carpet and toys because she stays huddled by the wood piles.

We stapled an old quilt inside like a padded cell and a new cushion/bean bag.
