It was a statement made to open the ears and eyes of all people including the Jews who had turned their backs on Jesus from the get go. It means that if you have spiritually opened your eyes and ears then you will hear and see the truth. If you continue to go about your life denying God and Jesus then you will not see or hear the truth. It is said that when Jesus comes all will know and proclaim his coming because they will hear it and see it spiritually first. This means all people, even those who are physically blind or deaf will know because the truth will be given to the through "spiritual ears and eyes". Which is good for me since I am deaf in one ear and losing the hearing in the other.

In other words, open your self up to these truths. If you have ears then listen, if you have eyes, then see and learn. Don't presume to know anything. Only those who have open hearts and minds will understand the word of God.

If you have ears, than listen to what is being said. If you have eyes, than look at what is happening. Make sure you don't take verses out of context though. Be sure to read all of it before you assume what one verse is trying to say!

I believe it means to understand what you see and hear. For example, if you're watching a music video on tv and your pet is there next to you, your pet can see and hear what's on tv, but can't understand the words or images like you could.

And he who has a tongue, let him speak!
It means that if people can see and hear, then they are supposed to bare witness to the gospels. But I haven't heard anything or seen anything worth my time.
I will ring your doorbell and run away!!!!

in Mark and Luke this is said in regards to understanding. The knowledge and understanding was given to the believers. Those who belong to God it was given, but to those outside of this understanding, everythings was given in parables.
