Of course signed pictures are worth more than dedicated pictures, (unless of course you're the person it has been dedicated to) but I would have to say that a damaged or tampered signed picture is worth far far less than a dedicated one, leave it alone in it's untouched/undamaged state

you cant fix what has been damage but their are ways to make them less noticeable.
there is a machine that uses warm rollers to smothen out the photo.
but unless you get a professional to do it leave it alone.
don't iron it etc it will only make the problem worse if you don't know what your doing.
but like i said you cant fully fix it and like Paul said " a damaged or tampered signed picture is worth far far less than a dedicated one, leave it alone in it's untouched/undamaged state"

Scan it at about 2400 dpi and then go to work with Photoshop. Print out your altered photo and keep the original for future use.
