It sounds bureaucratic but a governmental system is the first order of the day. Next is tax schedules to raise money for and implement the all-important infrastructure planning, water, sewer, electricity, roads etc.

I am convinced, after having spent several years in O-Town. No matter how much money is spent trying to turn a backwards town into a world-class city, it just can't be done. That place was redneckville before disney moved in, and it will always be redneckville. A world class city can not be developed, it has to evolve.

Easiest way is to lower taxes on Industry in order to bring it to the city, then the workers will come, and the city will grow. Taxes from the workers can improve services, but in reality they have no choice but to stay in the city because of the industry.

Broken window strategy, once it is safe start improving infrastructure, then give pure capitalism a chance for a while.

Vote for Republicans. They will promote business, reduce taxes so people have more money to spend, and reduce the wasteful wealth redistribution programs. The losers on dependency programs will migrate away to 'liberal' towns that will give them handouts, businesses will flourish, and private donations will increase. Voila, city no longer backward.

I'm not sure why your asking this but It takes the people to get it going your local government needs to be contacted and you should approach him with your plans.
