Easiest way is to use Windows Movie Maker which is a built in video editing software for Windows XP.
Import your videos there, drag them both on the timeline in order you like. then go to File and Save the movie as a new sinlge WMV file. You get to choose different formats for your new video so you can adjust the quality and the size of your file.

Of course if you want to do a professional edit, you better use more professional software like Adobe Premiere.

I'd use Sony Vegas. That way you can do it visually and tweak the output.
