the fbi and the cia have been doing it as long as they'be been organisations
the justice department includes the police, so that's a no-brainer
the Navy and the Air Force have their own police forces and the right to act independently of the nations judiciary, so that's an open invitation to corruption
what it comes down to is they are human organisations peopled by human beings who are as varied and flawed as the general population and who have gone through as many changes culturally
of course Americans have tortured Americans
as to trusting bush or cheney, i still can't believe they were elected to minor public positions, let alone positions of absolute power; absolute power corrupts absolutely, but these two were already absolutely corrupted long before they got there
Christ weeps and the devil smiles when these two come to mind

Depending on how you translate the Neoconservatives' term of "Noble Lies"
Leo Strauss (September 20, 1899 – October 18, 1973), was a German-born American political philosopher who specialized in the study of classical philosophy. He spent most of his career as a Political Science Professor at the University of Chicago, where he taught several generations of devoted students, as well as publishing fifteen books. Since his death, he has come to be regarded as an intellectual source of neoconservatism in the United States.

Yes, I trust that Bush and Cheney will not torture people in this country, because they are smarter than that. They torture people in other countries, a fact that is more or less undeniable. We are outsourcing torture.

Since it hasn't happened yet- that we know of- yes, I trust that we don't torture people. Guantanamo bay, and Abu Grahib were not torture. If you concider those things torture, youre obviously a commie liberal that is simply grasping for ammunition against Bush, and AMerican in general. Get over those things. Torture is things like thumb screws, whips, you know- things that are actually painful.

Do some research and answer your own question! Start with animals first. I personally don't trust anyone in a political office or position of "authority".

Yes... but I most certainly don't trust the left to support the US against it's enemies... no matter who they might be.
