First, your belly: most people have reasonable ab muscles, it's just a layer of fat on top that makes it bulge. No amount of crunches will solve that, what you need to do is eat better quality food with less calories or take some exercise that burns calories.

Fat is burned at a fairly slow rate, so walking, jogging swimming etc will be good for burning lots of calories and most importantly the source of of those calories is you fat reserves. Try to do at least 30 minutes 3 times a week.

When it comes to weights, heavy weights will build strength and if you increase your protein intake, bulk. Lighter weights lifted at higher reps (more than 15) will help to tone and shape your muscles more.

You could combine the cardio and weights into one workout and be done in less than an hour, or if you're pushed for time, just focus on the cardio until you reduce your body fat and then as long as your diet is good you could move onto the weights.

Whatever you do, stick with it and don't be disappointed if the results aren't instant. Try to make it a lifestyle change, not just a short term fix.

Good luck!

Weight lifting builds muscles, cardio burns fat. If you want more toned muscles, you have to do lifting exercises. That should be complemented by cardio to burn the fat and show your muscles. I burned my belly fat with cardio. Don't try to sculpt your abs using abs exercises only, since this will really develop them, only, under the fat. So without cardio to burn the fat, your abs will actually seem bigger with the abs exercises alone.
