hmm..i think a mature age like 21 - 25 should be good enough. i just wonder and got curious, does your kid in your country make out at such a young age of 14 - 16? now in my country, it's also becoming like that, from 13 - 16, i think it's like a trend, kids grow more maturely and sexually driven, they are making out so often these days and having alot of unwanted babies and ended up thrown on streets, underneath bridges or murdered by their own teenage parents.

As long as you keep your clothes on? At least twelve, and she should be at least nine. Seriously, though, English common law stipulates that the minimum age of marriage is 14 for a boy and 12 for the girl. So there are varying standards. But if you feel you have to hide what you're doing, you're probably violating them. And keep your clothes on.

Kissing and Hugging - 17
Intimacy beyond kissing - When you're married.
Don't be in a hurry to grow up. You have your whole adult life to get serious and deal with the ups and downs of love.

Old enough to get a job, pay bills, and raise the child you may get for the activity in which you are about to engage.

It's not a matter of age, it's a matter of mental and emotional maturity. If you're mature and smart enough to fully comprehend your feelings and their consequences, then you're old enough.

You should be serious with other people's emotions from as early as possible.
However, STAY OFF SEX till marriage.
(believe me, you dont need the headache, heartache and of course the diseases...you dig?) ;)
