What should you do if your flat's neighbour plays loud music? I have tried to ask him to turn it down, and he obliged. But next time, he does the same thing again. I'm thinking of reporting to the council, but I'm afraid if this neighbour finds out, he can make my life hell.

There is really no other way - you have tried to be reasonable. The Council will approach the person and could eventually remove their stereo.

With my neighbour i have mentioned it and he does play loud music less often than before but he stil has his moments. I know going to the door is a bit confrontational and embarrassing. So either you contact the council and ask to be annonomous which they should respect and if you are in a flat then they should have more than one neighbour or jump up and down on the floor when they do like me or bang on the wall-it works for me

After having tried the neighbourly way and asking, you should inform the Council, everyone has the right to object to noise above a certain level, and contrary to popular belief, it doesn't matter what time of day it is.
The Council Environmental Health Dept, have legal powers to ensure that they comply, any aggravation from the noisemaker to the complainant, will just make the situation worse for them.
As a last resort the council can, after giving notice, remove any equipment used to cause the noise.
Give the Council a call, they are there to help.

This is a hard one. If you have to ask every time they play music do it. I live in a flat, I'm blessed to be the owner. When I get new tenants I tell them if I can hear their music, it's to loud and they get a call to turn it down. Don't see how he can make your life hell because you aren't the one doing anything wrong.

This is going to make me sound like I'm really very petty but please understand I was desperate at the time!! Every Saturday morning our neighbours played Gospel music so loud it would wake us and make the windows shake (No exaggeration!!) The first time we let it go, the second they didn't answer the door (couldn't hear it!) the third week they apologised but the very next week the same thing happened so I found my boyfriends Rammstein CD and played it so loud it drowned them out. Very petty but it worked they were never quite as loud again!!

report them to the local noise patrol unit of the council,they will come out and monitor the noise for you and if they think it is too loud they will serve them with a warning to keep the noise down if they persist in doing this they can be evicted through court action by the council and the police you should keep a diary of all the dates and times they play the loud music to give to the council!

Difficult one. You could ask them to turn their music down, if they are decent people they will, if they are not you might just get your face kicked in or even stabbed. Calling the police is an option but they have more urgent things to worry and tend to. Writing a letter might work as long as you leave it anonymous. You might end up with neighbours who will make you pay for complaining i tell you this is soooo difficult.

If you were in Canada I would tell you to report him to your landlord if you are renting. If it continued I would tell you to call police, they would issue a warning and then could issue bylaw infraction tickets after that. If the noise continued and was obviously deliberately made to annoy you in retaliation, the police could even charge him with mischief.
I don't know if the laws are similar in your part of the world but most police services have somewhere you can call for general information to find out. Good luck.

I hate that situation. Do you know what happened to me? I bought earplugs from the hardware store. It helped a lot especially at bed time.

Maybe go down again and say "you know, this is the second time I have had to come down here, I don't like it, but I'm hoping we can solve this problem just between me and you."

first what is a flat's neighbor? yes im from america and i dont know British slang. second, report the council on him and dont worry about him making your life a nightmare until he does. the second time it happens after you have called the council on him already, make a noise complaint to the police.
