Well, you can go over to Brooklyn and go to the River Cafe. The food is wonderful, but far from cheap. You will get a view of lower Manhattan, but not really a view of the skyline of NY. You either get a view of the water, or a view of the skyline, not both. You can go to the Terrace, up by Columbia University and get a great view of the city. There is also a restaurant in the Marriot at Times Square, but have no idea about the food, it is a hotel. You can go listen to music at the Top of the Sixes (666 6th Ave), music and dancing and an incredible view of the city. Of course if you have the money there is JonGeorge at the top of the Trump Building at Columbus Circle, but you need an extended time to get a reservation there, and a lot of money. The top of the Gansvort hotel in the Meatpacking district has a great bar and a great view, a view of the city and a view of the people. Well, that gives you some ideas.

SOB's in the village, varik st (brazilian). Great drinks and festive atmosphere. Live shows on weekends, even dancing. Entres around $20. Food is delicious and plentyful.
bankok house on 46 (8&9), (thai). Small, romantic. Softly lit with bare brick walls. Their ginger sauce is a devine experience. With the prix fixe, you can get a whole 4 course meal for under $20.
Outback Steakhouse. 23 & 6th. It's relaxed and the food is great and entres go for under $30
And for the culturally venturesome, Marisco Centro on st nicholas and 183. Their seafood is sinfully good and the atmosphere is oceanic. Their prices are also under $30 per person.
There's a little hole in the wall in chinatown who's name I can't remember. You'll probably have to share a table, but they're absurdly cheap and the food is incredible. they're off the corner of mott and bayard sts. Next to the optical place on the left side when coming from canal st. They have the best dumplins in the world. And you can easily eat there for under $10

You could try Tavern on the Green in Central Park. It's a little pricey but definitely good quality and in such a beautiful setting, especially if you're going there around Christmas time. You can have a look at it on their website and also make reservations online.

Don't go to the touristy restaurants, although they serve good food and plenty of it. I make it a rule for whichever Country I am visiting to look to see where the locals go for food and/or drink and go there. It is usually cheaper and better quality because the locals won't stand for bad service or food. Ask any native New Yorker where they go.

Ellen's Stardust Diner- not top top quality but a 1950s retro restaurant with singing waiters. On 52nd and broadway. Has its own website. It is worth a visit.

Across from Sheraton New York there is a great restaurant, I think its called Nelly Denes or something Irish, it does great food and has a great bar downstairs.

don,t know name but as you leave exit door of empire state building
right across the road was a sports type bar the staff 9out of 10 and customers the same for service and friendliness my wife and son thought it was best meal in the 5days we spent in nyc
