That is because it is being used by another program not another user. What type of program are you tring to remove?
1. Press Ctrl+Alt+Del
2.when your task manager comes up hit the Applications tab Click the program you are trying to remove and press end task at the bottom of the window. It might keep coming back in the applications window if so it is probably spyware.

If it is spyware you need to reboot your computer and keep pressing F8 as it is restarting when you get the option start it in safe mode. When in safe mode the computer only runs the applications it absolutely needs. Try removing it now through your control panel

You should get some anti-spyware software This is where I got mine and I swear by it http://free-spyware-nuker.com they will even give you a free scan to try it out.
I also suggest getting a registry scan it will totally fix anything the spyware messed up http://registry-nuker.com

OMG.

First of all, did you close down the Program you wanted to remove, before you went to Add/Remove?

If you didn't, then do so.

If you did and it still says that, then you've got a motha of an infection.

In that case, you need to probably format the disc and reinstall Windows.

All the best.

Cheers
