Yes, it can be repaired but my guess is that they will probably replace the bike since they have no mechanics on staff.
The people who assemble bikes for Toys R Us get paid piecework and as such almost never do the adjustments or complete assembly you should expect... they assemble them as quickly as possible. When confronted with repairs, they usually order some parts to repair it for the retailer, then the bike is hung up and forgotten about, the repair parts thrown in a giant box because the stockroom people have no idea what they're for.

Well lets hope you dont get the assembler that built it fixing it...makes me wonder what else he screwed up, if he can't adjust brakes he has no business going anywhere near a bike tell him to stick to building cribs and assembling hula hoops. Fairly typical you get what you pay for Christ sake when will people learn GO TO A REAL BIKE SHOP?.

Take it back..and ask for refund.
The bike sounds as if it is not fit for the purpose of cycling. I do not think you are able to sort the brake problem.
You are covered by the Sale of Goods act giving you as the buyer protection against such faults in the first six months

If you've still got the receipt, it should be fine. After all the goods are not "fit for the purpose".
Even if you have no receipt, I would have a bash at taking it back anyway. The box or bag it came in could be enough proof of purchase.
If you have no joy, contact your local trading standards office (in the yellow pages). After all the issue of a child's safety is as stake.
Also take the kid in with you if you can, as it's hard to say no to a teary eyed 4 year old.

If you're in the UK, you can take it back and they are obliged to fix it or replace it. If they refuse, write to their head office and tell them that the goods were not of merchantable quality (bikes are supposed to bike!) and if they don't put it right you will prosecute them under the Sale of Goods Act.
If you're in the US, take out a billion dollar law suit.

okay Never buy a bike from wal-mart or toys-r-us.....nto good places unless your buying a toddler bike...tell the manager or just take it to customer servicer and simply return it
