I'm not personally aware of agencies in the KC area, but I can at least point you in a direction that might help. I've got a list of crisis-hotline numbers at the first link below, and while your father's situation might not seem like a major emergency to a lot of people, I can imagine that it would be for him. The people at the crisis hotline numbers I've got listed can at least help your father find out who to call beyond the Red Cross or maybe Salvation Army. I'd like to suggest he contact churches in his area to see if any of them have food pantries or other such resources that might help as well. Feel free to e-mail me at chad@jesusfreak.com if you'd like, and maybe I can help you think of other possibilities for help for your father. Take care.

Below is a link to the Salvation Army Homeless Shelters. They are a good group that will do everything they can to help your father out.

The phone number for one shelter is (816) 756-2769. They have many others, but this one provides up to 24 months of shelter.

I feel so sorry for your parents predicament. As an ex-military man myself it really comes home to me what our society is doing to it's 'vets' as I live in Australia I cannot be of much help to you on information on any agencies that could help them. But I wish you well in your quest! and am sure somebody will come forward to help! Good luck!
