forget digital.. buy a film camera. that way you have the excitement of waiting for the prints/slides to be developed. practice with film makes you a better photographer as opposed to taking pics and messing with them in photoshop

You have not specified that you wana ask for a still camera or a movie camera, any ways if you are asking for a still camere , being a starter a camera of Olympus or Nikon id the best choice. How ever following consideration may be kept in mind to choose a camera:-
1. It should be auto focus and have options of landscape and close up.
2. Always buy a camera of a camere company, I mean those who are dedicated in making cameras like I told above Nikon or Olympus.
3. 3-4 mega pixel resoulution is more than enough for a beginer if you dont want big enlargements of 2x2 feet and more. If you go for more mega pixel, it will only be a wastage of money and nothing else.
4. It should have a memory card of 128 MB at least.

How young? Here are two very good cameras that have a fully automatic setting, yet will allow some more user control as the child gets more interested.

By the way, there is no WAY I'd ever buy a child a film camera these days. The film will cost more than the camera in short order. With digital, they can take as many pictures as they want and it will only cost you the batteries. I suggest Energizer e2 Lithium batteries for cameras, by the way. Rechargeables are better, but kids might lose them or damage them by discharging them 100%.

And - get a memory card in addition to the one that comes with the camera. For your purposes, any brand that they recommend in the store is good, but get at least a 512 MB card.

I'm not too clever with cameras and have borrowed my mums Kodak EasyShare C300 this is the one with the printer dock so you can print your pics straight away. This camera is so easy to use and would be fantastic for younger ones just getting into photography, it's nothing fancy but it certainly does the job. These cameras have dropped in price dramatically in the past year, expect to pay £100 approx for the camera, printer dock and photo paper and ink. Happy snapping!

Fisher price came out with a digital camera for little kids. My nephew has it and loves it. It's also is hard to brake and looks cute!.
If you're looking for a digital camera for someone older than nine or ten than maybe you can start them out with a disposable digital camera or see if you can buy a used camera so it costs less and if it does get broken it's not a great loss.

If you check out the "shopping" section on moneysupermarket.com
you will have plenty of price information and each camera will have "expert" and "user" reviews. Once you have shortlisted 3 or 4 go to a retailer and ask to look at what they have.

People sell them on ebay, often unwanted gifts and promotions. Grab one for £20 but make sure it is not a web cam.
