i think if the delay or hindrances are at the end of your lover's family, it is his duty to handle the things. His style of handling things can be a good indicator of his level of commitment and devotion to you. i think donot hurry up, understand your lover's situation, test his commitment and then marry.

you'll have to look into the diffent factors, is he/she the only child which means they'll like to do the wedding the proper way, or if he/she has has an older sibling. he or she might not be old enough according to his /herparents.
