The country has to pay US$ 2 million per year for membership’s fees, which is of course too big for it given its current bad financial situation.

Here is another way to write your sentence:

"The country is obligated to pay $2 million USD per year for membership fees, which it cannot sustain given it's current debt load."

I may not be the best person to say this because I've always been a wimp at telling people off, but... I've known a lot of arrogant jackassed men in my time, and no matter what you say, chances are it won't shut them up or they won't admit if they actually feel like a jerk. When you're that much of a "stuck up" "braggart", you're trying to make yourself feel better on a level that can't really be fixed by bragging. I.E. he's an insecure little twit and he needs to make himself feel like a big man, and when you're in that sort of mindset, I doubt there's little you can do. As much as I love curse words, I doubt that would be the thing to really shut him up. Be brutally honest with him, and very short, say something like: "I really hate that you have to make yourself feel important by bragging to me all the time. Don't talk to me again until you grow up." And then ignore him. Sometimes that's the most powerful curse word of all, silence.
