A few of the above suggestions are excellent!
However, my favorite passage by far to comfort believers who have lost a loved one is this:
1 Thessalonians 4:13-18
13 But I do not want you to be ignorant, brethren, concerning those who have fallen asleep, lest you sorrow as others who have no hope.
14 For if we believe that Jesus died and rose again, even so God will bring with Him those who sleep in Jesus.
15 For this we say to you by the word of the Lord, that we who are alive and remain until the coming of the Lord will by no means precede those who are asleep.
16 For the Lord Himself will descend from heaven with a shout, with the voice of an archangel, and with the trumpet of God. And the dead in Christ will rise first.
17 Then we who are alive and remain shall be caught up together with them in the clouds to meet the Lord in the air. And thus we shall always be with the Lord.
18 Therefore comfort one another with these words.
=
I like it all the more, as even the last verse in this scripture exhorts us to use those very words for the purpose you are asking!
But I also love the John 11:25, Romans 8, and Revelation 21 verses given by other people who have answered.
May God be with you as you comfort others with your words, even with His words.

Romans 8:35 Who shall separate us from the love of Christ?Shall tribulation,or distress, or persecution,or famine, or nakedness, or peril, or sword? As it is written 'For your sake we are killed all day long; we are accounted as sheep for slaughter"
37 Yet in all these things we are more than conquerors through Him who loved us.38; For I am persuaded that neither death nor life, nor angels, nor principalities nor power, nor things present, nor things to come, 39 nor height nor depth,. nor any other created thing, shall be able to separate us from the love of God which is in Christ Jesus our Lord.

John 11:25. Although if the deceased was not a believer it's not all that inspirational.

psalms 23, The Lord is my shepherd; I shall not want. He maketh me to lie down in green pastures; he leadeth me beside the still waters. He restoreth my soul; he leadeth me in the paths of righteousness for his name's sake. Yea , though I walk through the valley of the shadow of death, I will fear no evil; for thou art with me;; thy rod and thy staff they comfort me. Thou preparest a table before me in the presence of mine enemies; thou anointest my head with oil; my cup runneth over. Surely goodness and mercy shall follow me all the days of my life; and I will dwell in the house of the Loed forever.
