I don't think so. Laser works by heating the dark matter that is the root of the hair, cauterizing the tiny blood vessels that feed the folicle. There isn't any hair in scar tissue usually anyway, so there would be nothing to heat there.

The first answer is correct, in my opinion. The laser is very specific to the keratin and pigment found in hair. It has been my experience that scars, moles, freckles and the like do not interfere what-so-ever.
