I have always believed that an engagement is a special time in a persons life. Meaning, it shouldn't take a holiday, or a birthday to get a ring. Make that a day all to itself. As for places, again, don't do something out of the ordinary. If you have a special place you like to go, make it extra special and be prepared to be romantic. If it comes from the heart and the feeling it shared, all places are special when you are together.

There's a small garden by Cinderella's Castle in Magic Kingdom at Disney World that's great. Especially during/after Wishes (their nighttime fireworks show). You can even get characters to help if you talk to managers before coming down/before you propose.

Depends if u have money:

- Athens, Greece on a balcony overlooking the lit up Acropolis;
- On any romantic bridge in Europe;

If you don't have too much money:

- In a hotel overlooking the city at night;
- On a billboard at a sports game(make sure she will say yes but)

No money;

I'm going to guess that you're the guy who is proposing. I heard of one person who took her fiance back to China, her home land and proposed to her at the top of the Great Wall. Another cool place would be at the tower of Pisa, the Golden Gate Bridge, or at any very beautiful beach.
