i'm gonna give you a few definitions... the primary reason being that the word used in different contexts would have different meanings...
Definition 1: culture with a relatively high degree of elaboration and technical development. The term civilization also designates that complex of cultural elements that first appeared in human history between 8,000 and 6,000 years ago. At that time, on the basis of agriculture, stock-raising, and metallurgy, intensive occupational specialization began to appear in the river valleys of SW Asia. Writing appeared, as well as urban centers that accommodated administrators, traders, and other specialists. The specific characteristics of civilization are: food production (plant and animal domestication), metallurgy, a high degree of occupational specialization, writing, and the growth of cities. Such characteristics originally emerged in several different parts of the prehistoric world: Mesopotamia, Egypt, China, India, the central Andes, and Mesoamerica. However, some civilizations did not have all of these characteristics (e.g., the Classic Maya had no metallurgy, and true writing apparently never emerged in central Mexico or the central Andes). Many anthropologists now focus on a political factor—the development of hierarchical administrative bureaucracies—as the critical characteristic of all civilizations.

Definition 4 : To be "civilized" essentially meant being a townsman, governed by the constitution and legal statutes of that community. Roman civil law was gathered together into a consolidated body of the “Corpus Juris Civilis” in the 6th Century for Emperor Justinian (483-565 CE). Justinian's code was rediscovered and used by law professors at the first University established in Western Europe, at Bologna in the 11th century. From 1388 the word “civil” appeared in English, while “civilization” as a “law which makes a criminal process civil”, appeared in 1704, closely followed in 1722 with “civilization” - meaning the opposite of “barbarity” and coming probably from the French language.
Definition 5 : "Civilization" can sometimes refer to human society as a whole, as in "A nuclear war would wipe out Civilization" (see End of civilization) or "I'm glad to be safely back in Civilization after being lost in the wilderness for weeks". Additionally, it is used in this sense to refer to the potential global civilization.
Definition 6 : Civilization can also mean the standard of behavior, similar to etiquette. "Civilized" behavior is contrasted with "barbaric" or crude behavior. In this sense, civilization implies sophistication and refinement. People that all work in a small village or settlement could be civilized.
Definition 7 : An advanced state of intellectual, cultural, and material development in human society, marked by progress in the arts and sciences, the extensive use of record-keeping, including writing, and the appearance of complex political and social institutions.
Definition 8 : Cultural or intellectual refinement; good taste.

t is suposed to be a collection of people who are more advanced ,develloped,educated and hence intelligent than primative people
but i found primative people in fact more civilized as far as behaviour,politeness and sometinçmes even intelect is concerned .
the problem is that the word civilized has two distinct meanings
