I have receivedd a letter that details a fishy prize scheme. How do I 1) determine its legality and 2) what authority do I notify?

It is true that your local law enforcement won't be able to do anything, and that is because there is no way of knowing where the letter came from. Postal inspectors are one route, but you can also notify your local FBI office.

You can notify your local "Postmaster". He will then notify postal inspectors and hopefully take care of the scammers. If it goes un-reported nothing changes....good luck... ;)
