Being a member of Opec, that country will surely play its role as the EXTENSION of Opec’s HAND in mediation.

Sort of. It is grammatically correct, but I think the sentence would be stronger if you just said will "surely play its role as an extension of Opec in mediation". Using both extension and hand together is a little repetitive because they both convey the same idea. However, you understand the concept of their use correctly.
