well in ct the law requires loud noises to be off by 10pm-7am, but i don't think it refers to kids, just tell them that if they don't like it then they should move out, u're not the one with the problem they obviously are.

You're not a bad neighbour, they are! It can only be expected that a baby will cry and a toddler will want to play with his toys which may make a bit of noise... They're bang out of order for trespassing on to your property to have a go at you for that and scaring your children. If that was me, next time I'd call the police on them, but there could be alternatives... Have you tried 'sound proofing' a bit? Such as keeping windows closed at night and rolling up a bed sheet and putting it up against the wall to soften the blow of the RC car crash? Bring baby a soother for church time? (also, not disrespectful, a tad bit annoying perhaps but not disrespectful!) Maybe even try and build bridges with your neighbours and invite them over for coffee or lunch? Perhaps then they'd see that the kids aren't going wild and that you're parenting them perfectly well... I mean, they could be getting p!ssy because they think you're not tending to your little ones when they need you to, hence the noise... They don't know you after all.

I am having the same problem with my 3 year old apparently he runs to loud. I was told that between 10 pm - 10 am we could play vacumm or what ever else we needed to do. But just to make sure we wern't purpusaly jumping up and down. befor 10 am and after 10 pm the neighbors have every right to call the cops because of the noise. It sucks but were learning to live with it. But I still can't wait tell we move into our own house, were we can run jump and vaccum at 2 am if we want to.
I live in Texas, I don't know if it's the same everywere. but I'm sure it's close.

I live in an apartment building under someone and every little noise they make is so annoying. But, I understand that's how it is when you're in an apartment. But for your neighbor to complain you guys must really be making a lot of noise. It doesn't matter what time of day or night it is; you should be courteous of others. What if they're studying, trying to sleep, read or just want some peace and quiet? I'm sure they feel bad for always complaining, but like I said it is really annoying to have to deal with noise every single day. I wish I could move.

it sucks living in an apartment with children. You cant MAKE them be quite but they can learn that there are other people living around them that want quiet. They have no concept of time.
You can get carpeting or you can get padded flooring if your son cant tolerate the carpet.
Not sure when you have to be quiet. Your children are very little and cant understand about running around ''softly''. You cant tie them to the couch they have to play.
Try and make sure they have alot of time outside the house for running around etc so they wont be wound up and wanting to run around. You can hear little feet very much when you are underneith someone, even when they are barefoot.
I hope your neighbor is not so easily annoyed and doesnt call the police on you.

BEFORE you install new carpet, see if you can change to a bottom floor apartment. Why do YOU have to install new carpet when it's not YOUR house? In the state of MIchigan, the hours of reducing the noise are between 10pm and 7am. I'm assuming the people that live below you don't have children. If they don't I can somewhat understand their frustration. I would check with your landlord about switching apartments before I installed anything in my apartment that I don't own. If you DO install new carpet .... make sure he knocks it off your rent. You'd be improving the equity in his apartment the least he could do is to save you some money on your monthly rent.

I agree with not2nite. I'd just rate her good, but I'm not at that level yet.

Don't write a letter to them ... Grammar!
I wouldn't worry about it kids make noise and it isn't illegal for kids to make noise.
