You can always start with a greeting. Perhaps a nice word or two about how your date/friend is looking. Mention anything that comes to mind. If the view is beautiful, say it. Maybe she'll say something too. If she's the social type, then you're lucky. With a boost or two she'll be the one talking, with you making several comments. If not, then good luck but girls love a smooth talker. Ask how her week was. Too boring? Then be random. There are a lot of sites out there that can help you become a better talker.

This is actually a great question.
One of the things you have to keep in mind before you approach someone is that everybody likes to spend some reasonable amount of time talking to somebody they just meet as long as they are not rudely interrupted and as long as you are relaxed and don't act like "it is time for your medication", OK?
All right... down to business... Everyone likes to be around people interested on them... so, before you approach someone, be very conscious of what they are doing, what is this person interested on, you can look for hints. For example, if she (or he) is holding a book of "Art" and she has some painting material around her, you can always open with something like "Do you enjoy art?" or something like "Do you paint?". This is a great opener because YOU are showing interest in whatever she (he) does. Here is another one, you are in the post office, making one of those long lines, the Gentleman right behind you looks kind of impatient, you can turn around and say "This is taking a long time, isn't it? So he says, "Tell me about it!" then you reply: "Yeah, so where are shipping to?"..... etc.
I hope you you have good luck with it.

The question that sticks out the most with me is the first time I met my husband-he said "Ford or Chevy"? I thought it was the dumbest "pick up line" that I ever heard but I guess it worked because it got a conversation going (speaking many years later) :)

Just break the ice, like how are you today. Then change it to something around you, or even "what do you think of this weather" or "nice car". pretty much anything will do. The big thing is say something to get it started!

Make a "funny" comment about something going on around you! The person not only will answer, but they will also say how they feel. Good luck!! ie: Ask a question.
